Public sector probably advanced their own information gathering tech to a degree the private sector didn't think was possible. Before the Private sector found out, the public sector was already fully compromised and Facebook/Twitter et al were already pulling in info well exceeding what was thought possible. Possibly to points that, if they were part of the government, would be classified as illegal. But them being public sector those rules might not apply (or if applicants willingly submitted it).
Then the powers that be looked into the info, who benefitted from it where, and found it to be too unsavory even if technically legal. It could even go so far as those public companies spending money/effort to lobby to get laws changed so they could do this where they previously couldn't. Then you just have to look at how it could possibly be deemed "harmful" and given where their investigation went, to what extent the "harmful" actions were knowingly pursued.
