Looking at GSC's site, I'm pretty sure it where you can buy any Kancolle figure they've released, even the WHS ones.

Good Smile added a whole bunch of new stock of old figures to their JP site a while back. Including those Heavy Armament Yamato/Musashi figures that crazy expensive on the aftermarket.

There are a few sites that offer such a service. But the quality will never be on the same level as big manufacturers and you need to be able to communicate in good Japanese.

Such a service likely doesn't exist. Your best bet would be to find and commission an artist to do it for you.

I have bookshelves (so no room for a new glass display shelf) that I could empty out and put figs on but I'd like to add an enclosing wall so they aren't open-faced shelves that collect dust.
