In essence, the right wing in this country has taken two forms:
The first is the more philosophically-driven right, focused on abstract ideas such as the preservation of race and culture, and wider economic disapproval of liberal policy. They cannot connect with the masses because the masses don't care. I'd relate it to Maslow's hierarchy of needs, personally. They don't care about love/belonging, or self-actualisation in the way these right-wing figures do because their basic needs (a reasonable income, a stable home, etc.) aren't being met. The abstract concerns are partly responsible for these not being met, but it is still their not being met which most people care about.
The second are the hooligans. The, "E-E-E-D-L," "fookin' pakis," "aye, and the blacks," types. The masses are repulsed by them because they're unpleasant. They're crude, intimidating, openly non-intellectual. They can't be trusted with the future of the nation. They can't be trusted to address the common man's problems in a useful way.
There is no right-wing which is accessible to the masses. That's why Joe proposes L O C A L politics. Going into towns and addressing these people's immediate and practical concerns. When you do that, you make the rest of your platform, the abstract parts, look like something viable in the long term, and useful for the improvement of their lives personally, so they become more willing to support it. This can be seen in Greece with Golden Dawn's continued PR success in poor areas through foodbanks and protection schemes in 'diverse' areas.
That is how you win people over. You look after them, like a mother hen, and earn their trust. Once you've got that, then you can convince them about the importance of national ethnic homogeneity.

I think it's supposed to be about using good optics at a local level to legitimise a party, but I might be mistaken as well.

That's really what everything hinges on. What is needed is for figures on Joe's side of the aisle to start getting in to positions of authority, first local councils, and start exercising their authority. Specific policy will have to vary depending on the needs of specific areas, of course. This is difficult, though, because (obviously) the lower down you get on the government ladder the less authority you'll actually have to wield, and the fewer resources you'll have to play with.
More generally, right wing groups would have to organise things like foodbanks/clothing donations, charity events to support local projects, doing old people's shopping in the winter, that sort of thing. The problem is every time they try they get proscribed. Like Scottish Dawn, proscribed after a very short spell in which they'd managed to pick litter twice and go hiking once. State suppression is really the biggest barrier right now, so Joe's plan of going through the system from the bottom, upwards is a safe bet, provided he's careful about what he says (no more mention of the Scooby Doos).

The idea would be to help them on behalf of your party/group. You don't exactly have to go in guns blazing spouting political rhetoric, but you make it clear it's your organisation which is behind the help, not just you the individual.

By the time you've won them over, they don't necessarily need to understand in detail. It's only anecdotal, but whenever I spoke to my grandparents and great-aunts, they actually did seem aware of these abstracts. They just didn't quite understand that they were aware. They couldn't articulate it in terms of ethnic homogeneity, degradation of culture and xenophilia. They just knew things were different, and they didn't like how they were different. They knew the communities were atomised, they couldn't identify with the people around them anymore, they though values had been cheapened. The job of the right, once their basic needs are met, isn't to give them lectures on political philosophy and recite Spengler at them. It's to help them connect the dots and get a feel for what's behind these changes.

No doubt. I personally don't have the answers to these problems. I can only hope that someone like Joe, or maybe Joe himself, with experience in party politics, and who is still active in that field, can put their experience to use to make it work.
Although a big economic shock isn't necessarily something which would favour the current establishment. Radical times with radical problems may breed a willingness to accept radical solutions, including the rejection of the electoral patterns of decades prior.
