Spengler was talking about West-European-Americans in like 1917, and the idea of white existed in the 1700's. No one is suggesting that we have a homogeneous european state, but the practicalities of the modern world dictate that white countries need to band together in some capacity. A country like norway might be one of the best places to live in the world and it may have amazing natural resources and people but it projects literally zero power, and alone it falls.
