Wrong. Base form and Saiyan Beyond God are two different things. SBG is base form while using god ki. Going SSJ in SBG results in SSJB while going SSJ in base form just results in SSJ1. SBG has been replaced in the manga with SSJG itself.

They flat out describe ssb as ss with the power of a ssg.
If the new base was ssg level, they wouldn't be able to power UP to ss anymore. It'd always be blue.
But it's not. Goku being able to reach the ssg power after the power donation wore out was a one off, cause goku always gets power spikes while fighting to protect others.
Ssb is what it took to get up there on the regular.
Another way to look at it is the base form can power up to high level, approaching ssg, but that's not a constant.
Just like kaioken isn't considered a base.

It has always existed, but it has been badly explained in the manga and relegated to the Daizenshuus.
Gohan is the poster child of the 3 types of ki.
His rage boosts are bursts of Yuuki that let him be much stronger.
In the Cell Games and the early Buu saga his Yuuki and Shouki were all over the place. In the 25th tournament he wasn't weaker than the Cell Games, he just couldn't access all his power. That's why Goku said if he could just access all his power he couldn't be defeated and why he surpassed Goku after training with the Z Sword after only using it for a few hours.
