there is no direct evidence, but importantly, there is no direct evidence against it either, which is what you erroneously claimed in the OP.
on the other hand, you do have a lot of strong circumstantial evidence that goes a long way to establishing a realistic and plausible motive.
1) The saudi king owns the top floors of the hotel, and the shooting occured as close to these floors as possible
2) The saudi royal family was in massive upheaval, with a removal of one faction by the other
3) There was a failed coup and most of the removed faction ended up in prison, this was after the attack
Tack that on with the fact that Paddock did indeed to have some kind of involvement in arms dealing (and certainly a strong interest in them), and it makes the following theory the most likely:
Paddock is involved with LEA, either directly or under their thumb for past transgression, or simply under surveillance without knowing it.
Paddock is involved in an arms deal. He uses his position as a high-roller as cover to get the deal done in a casino, which offers maximum security for all parties involved. LEA is watching.
3rd party shows up. Turns out they dont want to buy guns, they want to use guns. Most likely, this is to do a hit on the crown prince. Shit goes down, and Paddock is killed. The crowd is shot probably as cover for the raid on the floors above, with all eyes on the concert and general chaos on the ground, there will be less security focused on the top floors.
LEA is unable to react properly (were possibly outgunned and outmaneuvered having expected to simply arrest arms dealers and not trained professional killers) and immediately goes into over-drive to cover up what really happened, as ultimately they are responsible for the deaths of all those people.
