Most sites aren't located on UK soil and as such don't have to follow UK laws. Only the large sites that want to do business in the UK will even implement any kind of age checking.
Basically people from the UK will have to enter their ID into pornhub while every other website will continue doing what they do. If any website is blocked, in about 20 minutes people will have set up an entire list of proxies to get around it (just like they did when a bunch of torrent sites got blocked).
Also, as far as I am aware, it's not even illegal to view this blocked content. They've blocked sites to stop people from viewing them, but they didn't actually make any of the content on these sites illegal. It's also not illegal to circumvent these blocks.
