You're getting side-tracked by race because usually groups that identify with a culture have race in common, so it seems like it's one race hating the other, but it's actually just one group hating the other.

Race is just what the group is base don, but it's not the reason why they hate another group.

In case of Latinos, their group isn't primarily based on race, but it's still a group of people that identifies with a culture, which is what makes the group in the first place.

Further proof of it being a matter of culture and not a matter of race, is the fact that you can take pure-blooded African women that got pregnant in Africa by pure-blooded African men, move them to the US, get their kids to grow up in an African American area, and move the kids back to Africa, and they'll be seen by Africans exactly the same way as they see other African Americans.
Same if you do the opposite.

A black Brazilian or Dominican may be genetically very similar to a black African or American, but he's still going to be seen as different by other blacks in other countries (besides some "brother let's have solidarity among us" obviously, but those who hate other countries are still gonna hate them).
