Congrats, you now realize that Part 3 is complete trash that is only popular because of how iconic it is.

Move on to the objectively superior Part 4, and know true nirvana if you can make it to Part 7, which has by far the best writing and pacing of any of the completed parts.

Part 4 has less focus on the main villain's plot, but it has much more recurring characters, with many stand user enemies returning later in supporting roles, very different from part 3 where most characters were just throw away monsters of the week.

He wasn't breathing when he got that blood though. And they make it a plot point that he was rusty and had stopped breathing hamon naturally for some reason.

Maybe hamon masters can't become vampires with out the stone mask? I know, I know. Head canon.

If you pay attention to Vanilla Ice's fight, getting an injection of vampiric blood doesn't instantly make you a vampire, it's a slow process, and it was sped up for Vanilla because he died after getting DIO's blood.
Yeah he's not breathing Hamon naturally, but he's still extremely capable to producing Hamon, so there's absolutely no reason he should have turned into a vampire.

Part 1 establishes it's transfered through the stone mask or through vampire essence. I imagine Dio mixed his blood with essence to revive him.
