they were having a massive drill for a missle attack, and they acidently hit the wrong button and sent out a real alert, so the tv crew was following the practice drill hours before

So what is the implication of this? That they made the false alert or that the alert was real enough that they had to take cover in the bunker? (and the missile was shot down en route)
