Chilchack's endorsement for using the guild to process contracts most likely has to do with the way he tries to be professional and doesn't typically trust in his employers. Guilds would often have some sort of security or enforcement on contracts to protect their members, so it makes sense a guy like chilchack advocates them.

It was. When they come across the drad senshi covers Chilcacks eyes and he asks why he did that. Senshi mistakes this for Chilchack not understanding why he shouldn't see naked ladies (because he thinks Chilchack is a kid) and tries to explain the birds and the bees to him.

Even funnier than the joke about Chilchack not being a kid is that Laius is younger than him both figuratively and literally but because Senshi only knows that human lives are short he can't figure out Laius's relative age and briefly entertains the notion that Laius is an old man.
