Because Samurai didn't have the option to act as people do nowadays. Actually, nobody did. They were the warrior class, effectively the military officers/police officers in feudal Japan, analogous to knights in western Europe during the middle ages. The culture at the time spelled out what privileges they got as being in one of the middle-upper classes (the only people higher than the Samurai were the diamyos (analogous to noblemen in western Europe), shoguns (local leaders) and the emperor above them all. With the position they had, certain things were expected of samurai. Respect for the class system and those above you was a very very important part of Japanese culture. If you offended someone above you, you could be forced to commit sepuku, which is ritual suicide or your entire family could be wiped out for your transgression. In such a rigid culture, it is no surprise that the samurai maintained very strong character and respect. Then again, this is more just a sign of the times as knights in western Europe also maintained a strong code of honor as titled men.

You won't see effeminate men in either of these groups for a few reasons. First, these classes are warrior classes. They would be analogous to military officers nowadays, while the peasant serving as the rank and file would be feudal Japan's version of the enlisted soldiers. Some samurai were born into the position, meaning that their fathers were fierce warriors, so they are more likely to be fierce warriors because of genetics, plus they would be trained the be warriors from a young age. Second, their culture demands them to be strong as I mentioned earlier. There are other reasons, but I see those as the two main ones.

- IQ
- Language barriers
- Long history and cohesion much harder to break
- Genetic traits for anti-individualism, making it harder to fracture them internally fighting groups
- Physical features. Shapeshifting won't work, can't play the "we fellow Japanese/Chinese/... need to feel shame" game
