IIRC thin an interview, they said that the old designer was too busy to join the movie team. They waited over 2 years for him to free up his schedules but it was impossible in the end. That's the main reason why there was no news of the movie for 3 years.

I just wanna say I just like the series in general. Hell, it's the series that Sup Forums introduce me to since after its first airing way back so I followed the series throughout its progression. Yes, I enjoyed almost all of them- including StrikerS and Vivid. Though Force is an exception because I don't know what's going on in that series. And if you're gonna ask yes, I too like Vivid Strike. But I don't go on which series is better. Each in everyone of them has faults much like comparing apples to oranges.

I'm just happy the series is back in the form of the 3rd movie and we got some other stuff that it's having its own fan base. My gripe it took them so long to follow up the 2nd movie.

Vivid is, it has it on the tittle, and Vivid Strikers as well being part of Vivid. They obviously didn't announce it as unrelated to Nanoha when the movie trailer was shown after the first episode.
