We all agree the master roshi stuff was bullshit, but it was pretty obvious that Tien was left behind by Piccolo back when he merged with Kami.
In fact, even before that it was implied he was no where near SS strength, and Piccolo was.
Tien's overall strength isn't that high, he basically just has the trump card of the Kikoho (well, Shin Kikoho now) that disregards his ki, and instead uses his kiko, i.e. life energy.
That's why he died against Nappa.
That's why he almost died against Cell.
