Yes. Spanish is European, and the real question is whether someone is of European descent, not whether they are "white." White is a meaningless term used in the Anglosphere that refers to a color, not a race or a people.

Curiously, Spanish is a language which has diminutive terms for just about every race and ethnicity, but when I asked a Spaniard "What do you call a light skin Spaniard? One who isn't brown skinned and has black hair?" and he said they didn't have a word for them. They're just "Spanish"
