Also, both Goku and vegeta admitted that Gohan had greater latent potential, so while those two guys had to literally move mountains to get achieve greater strength, Gohan could achieve the same with less effort

That's because Toei is just lazy. When Perfect Cell powered up to his true full power when facing Super Saiyan 2 Gohan in the Cell Games, his aura alone was causing the planet to shake.

Krillin won using agreed upon victory conditions and after. This also applies to the exhibition match.

At no point did Piccolo concede or end the match. He fought smart and distracted Gohan long enough for his tactic to be effective.

I just take it as having better control over how much energy they waste when powering up.

The first time Goku goes SSJ3, everybody describes it as unreal while he powers up, and he almost certainly is expending a great deal of energy to get there. Later on, when he goes into it again, it's much quicker and a lot fewer people notice.
