Homura's just leeching (mostly) off of Madoka's power, and Madoka literally became a concept, but also the personification of a concept. This means that while's she's a concept, she's also a person at the same time.
Mami is supposed to be like Guan Yu but instead of the beard she has curls. They both were people who have ascended to Godhood, although it may be Buddhist Deva Godhood, in which case they are really just powerful upper beings. Except Guan Yu's a Bodhisattva in Chinese Buddhism, which means Mami would be close to Madoka levels of OP, if she's really going full Guan Yu.
