You have to pass both House + Senate and there are only 51 republicans in the senate (plus 47 dems and 2 independents that always side with the dems). Without sixty votes in the senate you cannot invoke censure to kill a filibuster.

The dems will not sign off on the government shutdown without authorization for DACA recipients to have a "solution". Republicans won't compromise on it because the dems want a "clean" DACA bill with no concessions whatsoever in return (like proper border security funding).

The dems are the party in the wrong here. Just like the GOP was in 2013 with that shutdown. They forced the shutdown, the party otherwise in power (dems) won, so the shutdown was pointless.

Dems should do the same and make proper changes to our immigration policy and enforcement as part of a bipartisan DACA bill, but of course, they won't because GRONALD GRUMPF AHHHHHHH REEEEEEEEE.

A filibuster in the senate is impossible to defeat unless three fifths of the senate votes to invoke cloture. With all 100 seats filled, invoking cloture requires 60 seats. The GOP only has 51 seats, to the dems 49 (47 dems + 2 independents who always side with the dems).

The senate compromise backed to avoid government shutdown is left of center and would make Trump and the GOP look exceedingly weak.

The "nuclear option" is not universally available to invoke cloture. The dems changed senate rules when they had a majority to allow them to appoint a ton of Obama nominees, and then were horrified when the GOP in turn used the nuclear option to appoint Gorsuch to the supreme court.

The GOP is very well aware of what it was like to be a minority in the senate under Obama, they know that the tides could easily flip in 2018 or 2020 and then the dems can pass tons of legislature carte blanche.

Also, invariably a ton of dems/liberal institutions would immediately launch lawsuits over the "nuclear option".

They'd be finished if Hilary won, but thanks to Trump they're being brought back to life and are favored to take control of the House in November.

I served during a shutdown, literally every single one of my debtors was cool as fuck and kept my service going without late fees or repo. I offered to pay in part because I needed money for fuel and stuff but was told not to worry.
