The economy was fine, their main problem was not spending enough money on war equipment.
They rolled into WW2 extremely underprepared, and didn't achieve a full war economy until 1942.

They didn't have enough ammo, updated equipment, the right weapons, etc. All big innovations happened during the war, and most of the impressive ones near the end of it.

It was pretty obvious that they were going to be attacked by the democracies, so it really was irresponsible not to have a full war economy before the war started.

But the vast majority of loans and debt in the Reich was spent on rearmament.
