This isn't true. I'd like it to be true, but it's not. The PLA generals have their own agenda and ideology separate from the CCP, for instance the CCP doesn't care about the south China Sea whereas the PLA only care because they feel ideologically entitled because of some story some fisherman told hundreds of years ago.

They're also locked in by their geography.

To their south is jungles. Hard to conquer.
To their southwest is their border with India, the Himalayas. Harder to win a war for both sides. A conflict would be a stalemate.
To their north is siberia and not much to expand into unless for important resources. But that's not going to make China into a global power.
To their west is access to the world by going through Central Asia. Warfare would be tough there. Historically speaking, a Chinese empire has not been able to expand to that location.
And last, but certainly not least, is the east and southeast. That's where the sea is. It's extremely hard for China to win much there because it's a closed basin of water surrounded by archipelagos. For China to reach out to the world as a naval power, they'd have to go through chokepoints that a foreign power like the US and Japan can easily win. Even countries like Phillipines and Indonesia will have an easy time winning a naval conflict against China.

We're too busy colonizing Canada and Australia to care about you think. Imagine that, our population is growing and spreading around the world.
