Shinkai found a way.
It was doomed from the start. Compared to the manga it was garunteed to be heavily censored and have worse art (Two of the biggest draws of the series). The beginning bit it would have to cover is also the most boring part of the series in terms of story and action. It basically has a perfect storm of failure working against it.

I have feeling the sales are so low because.
1. it took 4 years to be release, fans lose patient and felt betrayed for spending so much money on the series, but yet had to wait years for the next season.
2. not only did they waited 4 years, its only confirmed to have 12 episode which is another f*** you to fans.
3. less Levi equal less sales, being 25 episode would mean they would adapt the uprising arc, I know a lot of people hate it, but Levi got a lot of screen time, plus Armin in drag would attract the fujoshi.
4, the price is too damn expensive, its basically equivalent to 300 us dollars for volume 1, they should have had the same amount of episodes in a volume and the same price as season 1 and maybe these pre order sales would have been better.
all in all, the marketing for this series is piss poor and they got cocky with this series and thought people would eat it up no matter what bullshit they pull off, I hope this is a lesson to them.

Hero Academia is getting ratings almost one point lower than Time Bokkan's, the previous anime that aired in the same timeslot. The ratings are much better than they were in its old timeslot though, so maybe they'll manage another season if there's any effect on the manga sales.
Too much bother for too little gain, with TV you just turn on program list pick every anime you want set to weekly and it's functionally like RSS but on your TV so you don't have to set it as second screen or copy anime on external drive to play it there.

Its doing better than Space Brothers, Denpa Kyoushi and Ace Attorney and about the same as Time Boken 24 also it had another boost in sales for the manga. The only series that have aired on that slot that has gotten above a 4% average are Kindaichi Case Files R and Magic Kaito
