Imagine a fight between two people, A and B, is recorded on film stock.
During the fight, A punches B in the face.
King Crimson would remove the frames of film where A punches B in the face, skipping from before the punch is thrown to after B recoils from the impact. However, despite the frames no longer being part of the film B would still receive the punch even though he wouldn't experience the punch itself.

The Dark Tower is kind of an interdimensional nexus. It's also kind of like an anchor and it may or may not be responsible for the decay of reality.
And King Crimson hangs out in that tower, pursuing nefarious ends and making people do his dirty work. I think.

the time period King Crimson's ability is capable of affecting is then skipped, as in "that segment of the line is erased", and time is forced to advance foward
analogue to erasing that period time, King Crimson also creates a parallel segment of line that only it and it's user can be part of. this new segment of time has the same length as the erased time and, after it's done, KC is put back into the main timeline
this allows KC to move freely during the "erased time" yet makes it incapable of interacting with those that were "forced to skip" since they are not part of this new line
this is also all assisted by Epitaph, that allows KC's user to see about 10 seconds ahead into the timeline before activating the "timeskip" ability
