Jin Roh is the Heat of anime in atmosphere and pacing.

Character Development > Story > Setting > Visual Direction > actual quality of art > Sound

Animation is a medium to please the eyes, I would even dare to say than a stronger visual direction is much more important than a stronger story, because for stories we already have other medium such as books for them.
