You guys are missing a bit of context from the fully translated summary. The reason Wagandia is dangerous at this time of the year is that its flowers are extremely dangerous and they're currently about to bloom. These are clearly the flowers about to bloom.

The scene is likely related to Diana but it could mean many different things. Are Akko and Ursula already back? Is the episode ending in a cliffhanger with Akko and Ursula trapped in Wagandia? What if Diana already left, following Ursula without Ursula realizing, and they're asking around for Diana?

I think one of them is not Woodward but another Nine Olde Witch. Maybe Croix is taking her marching order from a Nine Old Witche.

Those are all appearances of Woodward. Her episode 16 version is very inconsistent with the rest. She is in what looks like a corporeal form, has no horns and no cross on her forehead. Granted, her picture from the book has no horns either, by it probably comes from a time she was still walking the Earth.

Inb4 the lack of cross was an outsourcing error and doesn't matter.
