No multiculturalism as a policy takes its roots in the 1982 constitution. Trudeau meant it as a way to reduce Quebec's nation to a a simple "cultural minority". In other words, it put a nation at the same level as say, the "LGTBQBRAAP community" or, say, the Sikhs of vancouver. This constitution was made to fuck Quebec over and deny them rights. And guess what, it was negotiated in secret in a hotel's kitchen when Quebec's premier was away for the night, and we never signed it. So, in short, multiculturalism was designed by Trudeau (who hated French Canadians) as a tool against Quebec.
