As to what it is I believe it's the results of the review ordered by Rogers in the NSA that found FISA violations back in early 2016. The theory from Sundance at Conservative Treehouse is that this forced them to back off and obtain a FISA approval which they got by repackaging the intelligence they got by the original unauthorized spying + the Fusion GPS and Steele stuff and presenting it to the FISA court as if it was credible intelligence when in fact they knew it was mostly fake.
