The past 1000 years of Eastern history has been more or less constant war for survival. The West had wars too, but they were not on the same scale and they were not against foreign invaders that wanted to subjugate and extract resources.

Unlike the African countries (which had a significant advantage of having a very modern technology back in their days), the eastern bloc, has been left with heavily outdated technology, crumbled buildings with poor architecture and poor economies. What were they supposed to do? The gibs that were given to some of the eastern bloc like Poland (as you have mentioned) have helped to some extent. However, that money is not enough to recover a fully backward country from an economic denial. In contrast to Africa, Poland (and other eastern european countries) are actually recovering quite well. As for people who pretend that can't do anything wrong, I totally understand (((you))) in fact, (This is coming from my Polish colleague at work) I heard that their current government is fairly patriotic but is not very efficient economically wise. So, we must yet see how they perform ...
