It's not so much as Obama, it's just interest rates were literally 0%. They were literally just inflating the number of USD in circulation while at the same time not taking any of the currency out of supply through the interest payments. You combine that with the fact Saudi Arabia only takes payment for oil in USD and that oil is at a low point over the longer moving averages, you have less demand for USD along with a larger supply. This is simple economics.

Their is literally no reason for average people to store money anywhere other than the stock market at the moment. With interest rates on the rise there is no reason to buy bonds until the rates are higher, and most people can't afford to just buy up a bunch of property.

Considering the US has a significant trade defecit, they need a stronger dollar. They import more than they export. So it's advantageous for them, at least for now, to have a stronger dollar.
