This is a dumb meme.

The motor movements of the eyes are controlled by cranial nerves that have nuclei originating in the brainstem. A lesion to these nuclei or anywhere along the cranial nerve will affect the same side of the body.

It's not the same as limb movements.

Pretty much, yes, the shockwave expanding, contracting the air and the ground breaking and rising is very similar to DAICON IV, that's not the only callback though, this one is more explicit, as Ryoko even yells daicon in that scene.

You know what really sticks out about this? The coloring looks shittier, but there's such a clear difference in cinematography. The animation on the left isn't anything stellar, but a good use of editing, focusing, and effects helps to translate it into a much more lively scene than the one on the right.
