I don't get a lot of this story. And I fly at least once a month through Frankfurt Airport.
Security checks in Frankfurt airport is done by a private security force (those are not state employees) and not the police so if the police showed up she must have fucked up so bad
A gel is a liquid and they have posters everywhere that tell you exactly what you're allowed to bring in bold letters in english from the check-in, the border control to the security check
Last but not least I hope she gets a jail sentence and banned from entering the Schengen Area for life.
