It's very possible. There are artists who perfect their craft at one thing but don't practice other things. Plus, Nihei himself said he wasn't good at drawing people.

As an artist myself I can see Nihei get better at faces as Blame went on, and he's drastically improved since then. Claiming he was intentionally drawing goofy faces is such a silly notion, and just feels like people don't want to admit Blame had some flaws.

I had led spirals on loop for parts of Blame! and the entirety of Biomega.

It's more fitting for the latter in my opinion. the sound that's a bit like sirens fits the constantly escalating story of Biomega.

Yes but the style he chose to use for the faces in that are different from the main manga. In Blame!, he wasn't good at drawing in the style he chose, but improved later on.
