We're supposed to operate under that assumption until it is proven beyond a reasonable doubt. If someone makes an accusation of rape that occurred 30 years ago the accuser deserves extra scrutiny for waiting so long to report it especially if more women were raped in the meantime as a direct result of sitting on such knowledge essentially aiding their rapist themselves.
