I think he means death is meaningless if you're good in dragonball - you just get brought back by Parunga if you've died before.

Frieza cannot come back without assitance at this point, which Goku is giving him with Shenron... but Shenron can't revive Frieza... meaning, unless Frieza wishes to summon Parunga or to have the Super Dragonballs, he's fucked.

I think you're also right about Frieza getting super DB.

Inb4 they upgraded the dragonballs again offscreen so it will be possible, that or Goku goes to namek to revive Freeza and once more forget about King Kai.
