I was interested in the arc when I expected it to lead to senpai realizing that Carol is the one who inspires him to fight extremely hard, but that just...didn't happen. He also didn't seem to get any stronger, so the arc feels pretty pointless.

he set up half a dozen characters that aren't fleshed out completely, and there have to be blowback and setup pages for fleshing them out.
it's certainly not perfect, but he got a good set of characters and he's doing pretty well with them.

From the 500+ pages after Jun dismissed Tomo's initial confession, Jun has acknowledged some degree of attraction to Tomo, but refuses to act on it because of some retarded inferiority complex where he deifies her so that he's constantly trying to "catch up" to her, completely denying the fact that he has physically surpassed her. On the other hand, Tomo does not want to confess again because she is afraid that Jun will start treating her differently, and she likes their current relationship despite the lack of romance.

All that to say that if anything, Tomo is further from dating Jun than she was at the beginning, meaning that the manga has progressed backwards.

Considering that the main plot of this particular manga involves romance, romantic progression is a fair metric of "progress." As for character development, that, too, is nothing laudable. Tomo and Jun's likeness and compatibility is established based on their general personalities. Their backstory is shown. What holds back romantic progress is Jun's aforementioned inferiority complex-- it's disingenuous; yes, Tomo was far beyond him in the past, and he vowed to catch up to her, so why the hell hasn't he realized that he's met his goal already? Regarding Tomo, the only development on her end is her fear of losing her current relationship with Jun, which is in part due to Jun's idiocy based on his state of mind, and on the other hand, utterly baseless, because being romantically engaged does not magically negate a previously long-standing friendship. As side characters, Misuzu and Carol are all well and good, but it's perfectly clear the author intends to drag out the main plot as long as possible, and to that end, is employing characterization that undermines the characters. If the author truly wanted to address Jun's inferiority complex as a major point of character development, it would be addressed directly instead of being occasionally sprinkled in as an excuse to prolong resolution.

And yes, going from Tomo confessing to Jun to Tomo being afraid of confessing to Jun, is in fact backwards progression, in accordance with the previously defined metric of progress. You're free to enjoy the content of the manga for whatever reason, be it tomboy fetish, Misuzu's plotting, or Carol's pretended cluelessness, and I'm free to indicate the flaws in the writing.
