He killed the most intelligent, capable and superior being ever born on earth, Meruem would clearly be a force for good when he learned more about humanity and life, when he had understood love for example, what would eventually happen, by killing him Netero caused a big loss to the world because Meruem wsa holding the power to completely change the world in a good direction, on the other hand the Hunter Association is a corrupt establishment that works for corrupt politicians and man of power. Netero is clearly the bad guy in HxH and that is the way the author intended it to be.

Call it a talent, or a soul, but humans have "something" that the chimera ants do not that drive them, put passion into action, and allow them to accomplish their desires at all costs. "Humanity's infinite potential for evolution" as the line in the OP was translated in the anime. Nen is basically the manifestation of this talent, hence why some talented people who never actually learn of nen use it unconsciously. Of course, humans have this in different degrees, some humans are incredibly talented, like Gon or Komugi, others not so much - the vast majority of humans can't even use nen. This is why Meruem can never beat Komugi despite being objectively more intelligent IQ-wise. Komugi put all of her soul into winning gungi, even placing a restriction on her life - in doing so she far surpassed the biological limits of humanity, something only humans can do.
Meruem began to learn that there is value in something outside of pure biological excellence, in "strength." However, he didn't understand the full picture, he just began to realize that some beings can accomplish things in spite of not being biologically excellent. Before this, his ideology was basically "if you're not strong you deserve to die" now, when facing Netero, it was "I will keep some talented humans alive." Meruem was still planning on subjugating the human race. So you could say Netero was a hero (in the form of martyr) for humanity.
Immediately before getting nuked Meruem finally understood that humans were capable of something that he simply was not. Before this he had only dealt with individual humans, the rose bomb was the product of human society as a whole, the sum total of all our evolution, or talent. Put into creating a WMD. He gave up, because even if he could survive it (he can't), they would just find some new way to kill him.
It's left ambiguous as to whether the surviving ants would be able to learn this talent.
