Not quite true. Although episodes 1-2 are somewhat weaker, the rest are consistently good. But it takes some time to get used to the visuals and see past the ugliness of the CG.

When we watched ep1, nobody knew what the show is about, and there was much confusion. This is basically a show about animals (with animals being cute girls because cute girls make everything better). And it's very well-made in literally every respect other than the CG (direction, writing, designs, characters, world building, voice acting, you name it). It's a miracle how you can make a good show if you don't constantly think about pleasing the otaku crowd and just want to make a good show.

IIRC episode 12 had a timeskip. If you consider episode 12 as a time interval [12, 13), then 12.1 is soon after the battle, while 12.4 is closer to the half-way point of the timeskip.
