The volt cannon was like today's "bean bag" gun. A non lethal firearm(yes, it may cause fractures, concussion, internal bleeding and more. But not as lethal as a bullet).

Even if you were physically able to swing it, you would be ridiculously slow. Not only that, but if you miss, you're so full of openings that it would be easy for an armed opponent to kill you.

Its not actually impractical exactly, when you have vampire strength it probably feels like air so the imbalance means nothing.

You can't just keep saying "It's not actually impractical because..." when pretty much every character listed so far has some in-universe justification that keeps the weapon from being a useless piece of shit. In Alucard's case, it's because he's extremely strong and his vampire magic stretches out his eight round mags to two hundred, anyone else trying to use it would end up looking like a retard.
I think the battleaxe in All You Need Is Kill is a great example of an intentionally impractical weapon that only works because you need to fucking die at least 150 times practicing with it until you learn how to use it properly. For anyone who doesn't have Dark Souls immortality (which is basically everyone except like two people) it's so impractical that carrying it is pretty much outright suicide.

Its practical when it makes logical sense to use it in a given scenario.
i.e. battleaxe is now useful because you'd otherwise run out of weapons to use.
gun because he's vampire strong.
guts sword because he's fighting giant demons from hell and it doesn't really matter.
Something like on the other hand is just all around impractical and makes no sense and has no real justification.

A lot of anime weapons just look stupid for the sake of looking different and never have a good reasoning.
