DevGru is much more professional nowadays than they were in the 80s/90s, but they still fall behind Delta and the ISA in terms of professionalism (but not really in skill). The reason I bring DevGru up is that as I understand it, most country's top tier anti-terrorism units act like DevGru does: basically like cowboys. Since DevGru is the least professional unit in JSOC (again, speaking only in terms of professionalism, not proficiency), I think that says a lot about the US military (or more specifically the top of the Special Operations pyramid).

Most professional means most recent experience and that's without a doubt the US military today. A lot of the world's militaries today have never seen actual large scale combat.

And the one they explained why Italy has the toughest and most brutal soldiers, and it's because it's the only country that before the second world war they have a law in the constitution saying that in the military ain't hard training enough to make it illegal., They can use any form of training at all in their soldiers without getting in trouble.
