The overall stagnate populations in many of these areas should be enough to tell you what is going on, but you are insistent on posting bait with images from South Africa. These eternally impoverished areas can actually select against success, creating situations where those with the aptitude, intellect, and/or drive to improve the area are simply better off leaving and making a life elsewhere. Even the poorest white neighborhoods have less crime and degeneracy as the average poor, black neighborhood for example.
