I certainly enjoyed it to a degree but I didn't like its pacing and I wanted more out of its characters but it spent a lot of its time spinning its wheels.

I don't know, I felt that the pacing was fine. Perhaps you're used to more modern anime which packs everything into 13 episodes? Angelic Layer was made at the tail end of the time when stuff was 26 episodes standard.

Still, with the story having a fight pretty much every two episodes and a dozen different characters, I don't really see how its too slow. Again, it feels like Hajime no Ippo to me.
