The most serious threat of the 40k universe is unironically orks.
Think about it.
It doesn't matter how many of them you kill, as long as they stepped on a planet, their spores are there and they will never leave. Even if you kill them all, they will regrow. The only way to get rid of them us to exterminatus the whole thing.
And they can wish things into existence. That's the really scary part of the canon no one remembers : orks just know how things work, somehow, and even if they don't they naturally do warp shenanigans and can wish spaceships with no life support into flying and carrying them from planet to planet.
It's like the nids except fueled by the power of imagination.

GW is actually pretty protective over their IP. They only let a few folks release stuff using it.
Which incidentally is why a lot of the material is so shit : since they also happen to be penny-pinchers, they too often go for some smaller companies that will do a half-assed job. Particularly when it comes to movies.
There are some lucky shots like the first Dawn of War series that didn't cost them much since THQ was broke then.

The concept of a villain isn't something to be taken seriously to be fair either. Unless you are trying to pull of some kind of modern take on a legend, fairytale or fable or using characters like that symbolically then if you have a "villain" in your anime or anything else you probably never intended it to be taken anymore seriously that a piece of entertainment to begin with.

Hard distinction between villain and heroes don't exist in Anime. It exist in western media because of the nature of duality between good/evil carried over from Zoroastrianism and passed down to Christianity. However this dilemma doesn't really exist in the east. What exists are human emotions and dynamics. Withing good individuals there can be some bad parts and within bad individuals there are some good ones. Comic book villains are childish ideas afterall, if you still want that, you should go back to Sup Forums.

I don't think I would argue with the idea that western media has a tendency to rely more on that duality of good/evil but anything that is taking itself seriously as more than just entertainment will almost never do that unless it is trying to do something clever playing with conventions setup by that kind of thing. Most serious art is just as much about "human emotions and dynamics" as anything made anywhere else in the world. Just a bit of an over generalisation really. You can find examples of "comic book" villains and such from nip shit too if you want. Just as you can find examples of flawed heroes from western media.

Yea, but then it turns out that the mandrakes were only so powerful because they were having their own civil war with Tzeentch and Nurgle commanding the opposing sides and were looking for allies/trying to establish their own dominance. But it was JUST AS PLANNED because he wanted to get rid of the dark eldar who were susceptible to chaos. He had the Castigators hidden dark eldar wraithlords clean them up. Assuming you mean the "Path of" dark eldar series.
