Solomon is not a regular Heroic Spirit. Gilgamesh really is the strongest ordinary Heroic Spirit. Grands do not/should not count as HS, because they can't be summoned in any way outside of as part of the Grand system and they *only* exist to fight the Beasts. If they could be used for anything else, sure, they'd be qualifiable as 'strongest', but they can't.

This, the crown spirits aren't even summonable unless they give up the grand title. Solomon now is back to not summonable because he disappeared from the throne and returned to God.
