Mainly because Lucia in Sweden is actually based on the old lusse celebration which originated with the old sun worship religion, and later was incorporated into the norse jul celebration, where it was done as a way to celebrate light returning to the world and the wild hunt driving out evil spirits.
Much later, when christianity arrived, they simply took existing nordic holidays and traditions and slapped catholic saints on them in an effort to slowly snuff out the existing traditions with the roman catholic ones. But people in these regions were notoriously difficult to convert, and to this day we call the celebrations jul and celebrate it on the 24th, around the same day winter solstice would have occurred in the old calendar.

The NRM consists of considerably more than 1000 people. The 1000 number comes from the amount of people who were involved with their largest protest. Which is fairly large for Sweden. It still is unlikely that they would get over 4% of the votes to get in at all, but I think just 1.5% gives them free ballots for the next election, and 3% or something around that gives them state funding as an established party. It wouldn't be completely terrible if they made some gains, but it's probably best to focus on SD, so that come next election they might pave the way for the NRM.
In short: The Bieler plan. It doesn't look too awful on paper compared to current immigration policies, but the specific phrase "workforce immigration" that it mentions has been used in the past to excuse third world ROCKET SCIENTISTS immigrating.
