You clearly don’t understand anything. The vote was to allow the State Department and Trump the option of placing sanctions on Russia, if need be. It wasn’t a mandate to be done right away. There is currently no reason to put further sanctions on Russia without proof they’re currently threatening USA lives. Doing so, would actually be an act of war and Russia could verifiably declare war on the US, risking the lives of billions.
