Because years ago, a pokemon episode caused like 200-300 Seizures all over Japan at the exact same time.
Which caused mass panic from what is the equivalent of Soccer Moms but from Japan. And now they have these filters on anime during bright scenes.
I think they're taken out during the BD's though?

Basically this: Pokemon once again ruins everything. It shits on itself but can't help shitting on other shows.
Basically, flashing/strobe lights in this episode caused seizures back in the late 90s, from then on shows had to put up signs or warnings before or during the show telling people not to watch too close to the television and not to watch it in a dimly lit room. Add to this, bright and flashy scenes are also darkened in tv broadcasts to further prevent this, forcing people to get the DVDs and Blu-rays of the show to see the original un-edited version.
TL: DR: Blame the Pokemon franchise.
