That is only true if you have a weak president who doesnt make any substantial economic policy decisions. As nearly every president is directly involved in international trade deals which have a significant impact on the national economy, that is rarely if ever true.
In Trump's case, you have a president who is EXTREMELY active in making profound policy decisions. To deny the "Trump effect" on the US economy is truly delusional, indeed.
