The distribution rights were probably cheaper. The investors probably saw interest in Gyaru stuff but sent that garbage as a tester. Remember anime lives and dies by what's popular at the time and what works accident or otherwise.

Most gyaru manga leave me hating the characters. Hajimete especially. The MC is beta, the heroine is retarded, and all the other girls are fucking assholes.

This manga is simply cute as hell. The MC isn't a beta, and his denseness is given a pass because he's a teacher and shouldn't even be thinking about fucking his student (until she graduates).
