An application for a warrant of any kind requires an affidavit, and that affidavit may not omit material factors. A fact is “material” if it could have the possible impact of impacting the judicial officer deciding whether to authorize the warrant.
The memo establishes that crimes were committed by the omission of material facts from the FISA application process.

>McCabe testified that "no surveillance warrant would have been sought from the FISC without the Steele dossier information."
>However, the FISA Court was not advised of the role of "the DNC, the Clinton campaign, or any party/campaign in funding Steele's efforts, even though the political origins of the Steele dossier were known to senior DOJ and FBI officials."

By itself, misuse of FISA procedures to obtain surveillance is itself, a crime.
Likewise, any leaking of information obtained "under color of law" through the FISA process was a crime.
Many, many crimes were committed by DOJ and FBI in their determination to illegally surveil the Trump campaign.
