The "but Papadopoulos" line is bullshit. The memo details that the Papadopoulos report triggered a COUNTERINTELLIGENCE FBI investigation. Meaning, investigating what Russian Intelligence agents were trying to effect. Comey even admitted that Trump was not personally under investigation here.
The Carter Page/FISA court stuff was used to rope the entire Trump campaign, and by extension Trump, into a COLLUSION investigation. This provided access to campaign/transition materials(importantly, many through Congressional Committee investigations) and got the ball rolling into the Mueller investigation.
There is a reason Papadopoulos was hardly ever mentioned before this and wasn't questioned until January. He was a minor guy in the investigation whose blabbing tipped off the FBI that the Russians might be attempting something. That's all.
