All you need is to set some new guidelines based on what you want for the board (the vision), implement them, have moderators enforce the rules, and analyze the community's behaviour afterwards. Depending on the vision, you may need to make changes to the existing rules in order for the community to adapt to what you (or the community, if some good points arise and they don't conflict with your vision) want for the board. It's pretty simple community management.
